Curly hair does not have to become completely frizz-free. Long hair does not need perfectly identical porosity from root to tip.

A more realistic measure is functional improvement.

Does the hair detangle with less resistance? Does it retain softness for longer? Are the ends breaking less frequently? Does styling require less heat or manipulation? Is the surface easier to control without excessive product? Can the hair tolerate ordinary washing without emerging increasingly rough each time?

Those changes matter because they indicate that the routine is reducing the consequences of high porosity even if it cannot erase the fiber's history.

High-porosity hair is ultimately a lesson in the difference between absorption and retention. The hair may accept water, conditioner, color, and treatments readily, but what determines its long-term condition is how effectively the fiber is protected after that initial contact.
